alt.hackintosh is a Usenet Newsgroup, not a Google Group (although thanks
to the Google Groups combining the two into one web-access point, many
people don't know the difference). There is no "owner" or "manager" of
alt.hackintosh.
There is nobody "in charge" of 90% of the Usenet Newsgroups. There are a
few "moderated" ones where messages are pre-censored, usually they have
"moderated" in the title.
