In Photoshop CS3
under eyedropper (flyout) is another eyedropper called color sampler
hover over a color and open info palette and it shows the values

PS CS3 is a program, and a very expensive one for that purpose.
Use the small FREE colorpix util. from the http://www.colorschemer.com/ site.
I think he already has PS from his other posts
