COMMENTARY:
CHIEF FIREARMS OFFICES TREAT SPORT SHOOTERS AS CRIMINALS-IN-WAITING



The more that Chief Firearms Offices (CFOs) across Canada try to tread on
sport shooters, the more it appears they are simply interested in
preserving their own jobs. It's the other cash-for-life lottery.



Canadians are coughing up oodles of tax dollars to support CFOs in their
self-serving job-creation programs. We encourage all target shooters,
hunters, farmers and trappers to join the chorus and tell your
federal representatives: Enough already!




Let's take a look at how unnecessary the CFOs have become in the sport
shooting big picture. Ontario Chief Firearms Officer Chris Wyatt held
"court" last weekend to explain the rationale for rules that are useless and
beyond annoying. Wyatt admitted that he
permitted 33,000 Applications To Transport (ATTs) and has never
revoked one for cause. This rubber-stamp process to transport
restricted and prohibited firearms is pure folly, and was never
designed to rein in real criminals. It simply puts a piece of paper
in the good guys' gun cases. Meanwhile, as infrastructure crumbles
across the country, this is what the government wants to spend our
money on.



Some firearms ranges web sites have posted an open "invitation"
for any sport shooter to print, sign and transport their guns. CFO
Wyatt stands behind these blanket invitations that "authorize"
sport shooters to transport their restricted and prohibited firearms.
Who does this help? Want to drive your gun across a province or two?
Just print an invitation from a range on the other end and you're
golden. The range doesn't want to see it, and the cops won't ask you
to produce it because most police officers don't know these
invitations even exist. At the risk of repeating ourselves, who does
this help? It is sheer bureaucratic nonsense that CFOs pretend they
were forced to require by the courts. They CFOs themselves have
fabricated the need. We believe sport shooters should not have to
comply with silly rules invoked by a CFO with the stroke of a crayon.



You don't reside in Ontario? You're still not safe from the wrath of
bureaucratic silliness. The Ontario CFO is training all new range
inspectors for Newfoundland and New Brunswick. The stream of asinine
regulation is becoming a national flood, and it must be sandbagged.




The British Columbia CFO is still under fire for his antics two years
running at the Prince George Gun Show. One of the show attendees has
written a letter to Prime Minister Stephen Harper asking him to
reprimand B.C. CFO Ron Hardy to task for requiring metal trigger
locks on display guns. The letter writer accuses Hardy of abusing his
position of authority and bullying gun show exhibitors and their
customers.




"He is harassing gun owners simply because he CAN," says the letter.
"Creating law is a function of Parliament, and democratic process is
followed. Gun owners are expected to follow the rules, and
so to are CFC employees... he called me a liar to my face! This man
is a representative of the Government to the people. It is his job to
behave in a professional and respectable manner." The writer
proceeds to challenge the prime minister to take measures that will
bring the CFO to heel, and the petition he circulated shows he's not
alone.



These reasons (and many others) are driving the CSSA to advocate that
regional CFOs be put out to pasture. At the very least, give us public
servants who are dedicated to facilitating sport shooters' needs. It's also
why CSSA acting executive director Tony Bernardo is taking CFO Wyatt to
court to demonstrate that ATTs have no credence or useful purpose.

There will be plenty of legal fees to pay before we can get rid of the CFOs
– if you are a sport shooter, you have something to gain. The
alternative is to simply obey, and compliance is not an option. Is
it?

ATT CHALLENGE UPDATE: As reported in a previous E-news, we have had
our first court date. Many readers have asked us to give a brief
reporting as to what happened at the court. The answer is, “not
much.” We had filed in provincial court and the lawyer from the CFO
stated we should be in federal court as the Firearms Act is federal.
After a period of procedural wrangling, the judge agreed with us and
we go back to court on May 28 in Oshawa Provincial Court. We'll keep
you posted.

2013 DON MOORE MEMORIAL MATCH IN OTTAWA: Sadly, the shooting sports lost Don
Moore on January 21, 2013. This year would have been his 30th annual
Victoria Day shoot. Without Don's determination and hard work, the matches
would never have happened. To honour his memory and role in promoting the
shooting sports, and these matches in particular, we are pleased to re-name
them the Don Moore Memorial Match. The match is now administered by Ed
Stevens of National Capital Region Rifle Association and National Defense HQ
Rifle Association.

Entries: Matches open to ALL competitors. Advance entries requested and may
be confirmed if first choice not possible. If a competitor is unable to
attend and has not notified the Registrar prior to the match, their
registration fee may not be refunded.
Scoring, classifications and awards: Scoring will be done by the
competitors. Signature of competitor will make the score final on the score
card. Highest current classification card must be shown for all events
except Slug Gun events. Those competitors without a classification card will
be entered as Temporary Expert for ISSF and CDN events and as Temporary
Master for the PPC events.
Each competitor will receive a souvenir and a post match bulletin. One open
award for each event. MASTER will shoot for open awards only. Awards will be
given to each class with 7 or more competitors. Class with less than 7 may
be grouped with the next higher class. If not sufficient competitors, awards
will be in cash.
Accommodations: Barrack accommodations and meals may be available on
request.
Eye and ear protection are mandatory. Match rules and procedures are per
NRA, CPCA and ISSF rules, as interpreted by the Match Committee.
For those that require an ATT to attend DND ranges (N.B. standard long-term
ATT's for CFO-approved ranges are NOT valid at DND ranges) a phone call to
the CFO's office @ 1-800-731-4000-1-5-1 x7503 as early as possible should
solve this problem. 1 is for English, 5 is for Ontario, 1 is for short term.

LAYING THE GROUND FOR NEW LICENCE RENEWAL FEES: The Harper government is
seeking a new supplier to send out hundreds of thousands of gun licence
renewal applications and reminders to firearms owners. The Conservatives
announced in mid-April that Ottawa will be collecting about $18 million
annually in new revenue from gun owners as it phases out a long-standing
waiver on licence renewal fees. Now the RCMP's Canada Firearms Program,
through Public Works, is seeking competitive bids for a massive printing and
direct mail-out contract designed to reach 300,000 individual firearms
licence holders a year.

The RCMP, which since 2011 has had to clear its media communications
through the public safety minister's office, did not respond to a
request for comment Tuesday afternoon. Public Works said the current
six-year, $5.1 million contract expires at the end of August and "this
solicitation will result in a new contract to replace the current one."



A statement of work posted late last week says the contractor will work
with "the fully automated information system that provides
administrative and enforcement support to all partners involved in
licensing of firearms owners/users, registration of firearms and the
issuance of authorizations." The winning bidder for the
three-year contract (which includes options for two more years) must
pass thorough criminal security checks. No contract value was
attached to the request for bids but the statement of work notes that
government-paid postage alone will cost $600,000 annually. The
Conservatives legislated the long-gun registry out of existence last
year in all parts of the country except Quebec, where a court has
kept the registry alive, but firearms licensing was not eliminated
with the registry.



Last September, Ottawa began eliminating the waiver on $80 licence fees
for restricted and prohibited weapons. And on April 13 the government
quietly posted notice that the $60 licence fee for non-restricted
weapons also will return in September. That fee had been waived for
the last seven years. The contract specifications state that the
government needs some 300,000 "pre-populated" licence
renewal forms sent out to individuals each year and 130,000 licence
renewal reminder notices. "Pre-populated" means the forms
will be sent with the licence holder's personal information already
filled in. The contract also says about 90,000 firearm registration
certificate sheets will also be mailed each year for weapons such as
handguns and prohibited weapons that must still be registered. (The

HOMELESS TREATED TO VENISON MENU: The decision to allow trained
sharpshooters to cull the deer population was a result of the
animals' devastating impact on tree seedlings in the park. The
National Park Service donated nearly 600 pounds of ground venison to
a D.C. community kitchen earlier this week from a controversial hunt
to control the area's deer population. Twenty deer were culled from
Rock Creek Park in Washington, D.C., in March as part of the park's
new deer management system, according to the National Park Service.



On Wednesday, D.C. Central Kitchen posted on its Facebook page that it
would be using the meat to prepare a "hearty venison and black
bean chili." "We love sending out local produce and meat in our meals and
that's about as local as it gets!" the post stated.



The deer meat will provide 2,500 meals in one day and is scheduled to be
served early next week, Stephen Kendall, D.C. Central Kitchen's
procurement manager, told the Washington City Paper. The venison was
tested for chronic wasting disease, a neurological disease that is
fatal to deer, but not known to be transmitted to humans, WTOP
reported. The hunt drew protests from some area residents and animal
rights activists who lost a court battle to stop it, according to the
Washington Post. The decision to allow trained sharpshooters to cull
the deer population was a result of the negative impacts of the
animals on the park, the National Park service said. "Their
numbers have grown so large that they are eating nearly all the tree
seedlings and preventing Rock Creek Park's forest from growing,"
the agency said in a statement.



The park will host another hunt in the fall, with the ultimate goal of
reducing the deer population from more than 70 per square mile to
15-20 per square mile. The venison from that hunt will also be
donated to a D.C. food bank or homeless shelter. (USA TODAY -- May

TOM KNAPP PASSES ON: The shooting
world lost a great friend when Tom Knapp died on April 26. He set
three world shotgun records for freestyle target and exhibition
shooting, including launching 10 clay targets into the air with one
hand and shooting all 10 with individual shots in 2.2 seconds flat.

FEDS BUY "CONVERTABLE" MACHINE GUNS FROM OWNERS: Six years
after approving German-made rifles that can be converted to machine
guns "in minutes" - guns that by law should have been prohibited to begin
with - the federal government will spend up to $260,000 buying them from
their owners. In February 2007, the RCMP classified the SSD BD38, a
semi-automatic replica of a German Second World War-era sub-machine gun, as
a 'restricted' firearm, meaning that it had the same legal status as a
handgun. That classification was based on a description from an importer
that wanted to sell the gun in Canada. Canadians could buy them if they met
stricter licence standards than those faced by owners of mainstream rifles
and shotguns. Restricted-class licence holders face extra safety testing
compared to owners of mainstream rifles and shotguns, and tighter
restrictions on how they can transport and fire their weapons.



The RCMP didn't test the BD38 until April 2012 - prompted, according to a
memo written that summer, by "reports that the weapons could be converted to
automatic fire." They found the rifle could be madeinto a working
sub-machine gun "in minutes by making minor modifications to the . trigger
mechanism using common items such as wire and small pieces of metal,"
explained a briefing note to Public Safety Minister Vic Toews written in
August of last year.
Automatic weapons - firearms 'capable of automatic fire' - are prohibited in
Canada. In a 1993 ruling the Supreme Court ruled that 'capable' included
firearms "capable of conversion to an automatic weapon in a relatively short
period of time with relative ease."...
