I don't know if anyone sells them, but the shoes look like white
mary-jane platforms with black glitter, and not open toed. My best
advice would be to buy mary-jane platforms. (I think they have them at
snot-topic, but I don't know for sure...) and paint them with nail
polish. Sally-Hanson (Damn animal tester) makes black-glitter-in-clear
nailpolish. I also want these shoes badly, but I don't know where i
would wear them.
I've seen the movie 60+ times in my short life. I really don't care how
sterotypical it is, it makes for a fun evening!

thanks for everyone who replied(okay so it was 2 people) the nail polish idea
sounds good -but time consuming(imagine how many coats it would take! ) thanks

Hi there!
Don't use nail polish! It will just some off and ruin the shoes. Go
to a craft store like Michaels, and get yourself some "tacky glue"
(They will know what you're talking about!), some medium weight muli
color glitter and some black glitter. In a bowl, put some glue and
thin it out with just a little bit of water. Use a paint brush to apply
the glue mixture. Once you got a section done (don't try to do the
whole shoe at once) sprinkle glitter over it until the area is fully
covered, and then begin on a new area.
I've used this method for making Columbuia and Frank's shoes for years,
and it seems to hold up pretty well. Also, I think the heels of
Frank's shoes are a pearly white (If memory severs me well). I'm sure
the Rocky site mentioned will tell you exactly what his shoes looked
like, and if not, e-mail me and I'll crack out my books.

errrrrrrr....
You may have problems with the glue application. Glue is going to ruin
the texture of the velvet & also it's really difficult to spread glue
evenly on fabric. You may end up with an uneven surface texture. I
guess you could try using a spray glue & then sprinkling glitter on top
& see what happens. I would have recommended using leather or vinyl
shoes, tho'.

The problem with velvet is that is acts like s ponge and soaks up the glue
so easily that you will use loads of it, and then maybe end up with a crusty
mess...

This Halloween I dressed up as Dorothy...I rented the dress from a costume
shop, but I had to make the shoes. Here's what I did...it worked really
well, and the glitter stayed on incredibly well.
1) Went to Value Village and picked up the most comfortable pair of
leather heels I could find.
2) Painted them with three coats of red acrylic paint. The bottle even
said it was meant for leather, so it worked really well.
3) While painting the third coat, I sprinkled glitter all over the wet
areas as I went. Don't worry about putting too much on...it'll just shake
off, but any glitter touching the paint will stick.
4) Let them dry over night before touching/moving/wearing them.
I wore them for several hours and I'm really bad about my heels rubbing
together while I walk...but the glitter is *still* on the inner sides of
the shoes.
I might even have some pictures up of my costume...shoes included, on my
webpage in the next couple of days. Just waiting for my friend to scan them.
I can't see any reason for this not to work in your situation. The velvet
will absorb some of the paint, but it'll help it stick better too. You
might need more than three coast of paint before the glitter.
