Didnt there used to be more stages to reputation?

Enemy (negative)
Neutral 3000
Friendly 6000
Honored 12000
(mumble) 16000
Revered 21000
Exalted 1000

I could swear that there used to be a step that required a 16k rep
grind, but my main just went straight from Honored to Revered in Shado-
Pan Assault rep.

Not that I ever remember...The 3 "enemy" as you call them were

Hated
Hostile
Unfriendly

Maybe you were thinking of reps where you started off as hated and took
longer to gain rep?

However, since you bring it up - I never did understand two of the rep
amounts:

1) Revered rep amount: why is it 21000 and not 24000? The others are
doubles, except that.

2) Exalted - Why even have the 999 (not 1000 if we are splitting
hairs..heh). Why not just hit it and be done, as there is no point to
the 999 rep? I end up going back and running a couple extra quests,
dungeons or whatever just so I have a nice "feel good" green bar and not
a partial when I look at it. :)

I don't think so. Weird; I have a pretty clear memory of this.

I always run them up to 999/1000, but concede that it's pure OCD. It's
annoying that S-P A rep doesn't have a 'Commission' to speed the last
part of the rep grind.

Yeah, there's never been anything between revered and exalted, unless
it was in beta maybe; certainly hasn't been since I started in early
vanilla days.

Because it makes revered to exalted the same amount as adding together
the rest at neutral or above - 3k+6k+12k = 21k. 42k total, which is
the same as the total of the enemy levels: 36k hated, 3k hostile, 3k
unfriendly = 42k. It's symmetrical if you take the lot together, so
makes sense that way I guess.

I never understood that one, I suppose it's nice to fill up the bar
and have it look tidy at the end rather than it just stopping as 0,
but yeah, doesn't make sense.

completist that I am lol) for every Steamwheedle faction was a fun
grind back when I was working on Insane in the Membrane, gave me
