When reinstalling, is it better to delete and do a fresh install or
is it ok to reinstall over the existing game. I've got a corrupted
file somewhere and cannot install the latest patch.

Try the repair utility which you will find inside the wow folder first.
If necessary it will download corrupt data/files.

That reminds me: I have to make a back-up folder of the latest version
of my WOW folder.

I've done that a couple times and still keep getting the same error.

The source data for a patch file could not be located. (Patch: "base
\Creature\Dragon\DragonOnyxia0064-00.anim". Output: "Creature\Dragon
\DragonOnyxia0064-00.anim".) (CopyPatchConverter::Repack)
To check this installation for problems, click the "Repair" button.
The Repair tool can automatically fix many update errors.

What ever it is the repair tool will not fix. Also downloaded the
file from Blizzard twice and from a couple mirror sites and still the
same.
