Is there something besides beating the elite 4 that needs to happen
before the game starts the legendary dogs?
All I can tell you is that they won't appear just anywhere. Which route
they're on when you boot up the game or fly to another area is determined
randomly, and they'll move to an adjacent route if you move to another area.
However, after seeing one once you'll be able to track its location on the
map.

Thanks. I've captured one of the three, then I restarted the game to
catch the next one. The first one I just stumbled over and I was
hoping someone had figured out a reliable way to "flush them out". I'd
read one of those web sites with pokemon questions and answers and had
tried their suggestion (sweet scent, max repel, lead pokemon at a
level higher than the pokemon found in the area). But of course you
are right - if I'm not in the area when it is, then it isn't going to
just show up. And sweet scent overrides max repel. Sigh.
I guess I'm stuck just working on things.
Anyone have a favorite FireRed reference file covering a) what items
wild pokemon are holding, b) what items trainer pokemon are holding,
and c) how much money is earned by defeating specific trainers?
If I have to wander the fields of the game, I can at least go around
collecting useful items....

I've tried a variety of things - beat the elite four a second time,
made certain I'd caught all the legendary birds, captured Mewtwo (on
my first Ultra ball toss!).
I keep thinking that surely there's something besides the national
pokedex that triggers the dog roaming the countryside or at least
triggers me SEEING the dog roaming the countryside.
Sigh.

Wish I could help you, but I don't know anything about FireRed or LeafGreen
that didn't occur in the original Red and Blue. Have you tried

the tips that i've found there and elsewhere so far have not paid off
in a siting. So, I just keep trying things. Thanks for listening
though.
I found this by accident on Bulbapedia:

Scroll down to Generation III Pokemon. In reference to the three Legendary
Beasts, it says, "These Pok�mon are only present in Pok�mon FireRed and
LeafGreen. The only one that will appear will be the one whose type weakens
the type of the player's chosen starter Pok�mon." So it looks like the only
one you can capture in your game is the one you already caught. If you want
the other two, you're going to have to find someone to trade with. Sorry.

Well, the problem was, I think, that I was confused as to which one I
was seeking :blush: .
Anyways, I have great news to report! I have captured the second of
the three legendary dogs - one to go!
What I ended up doing was taking a lv 20ish Phanpy over to the grassy
area above my mom's home, using a Max Repel, and running around.
I know this is no guarantee to finding the dogs... but this is what
worked this time for me.
It is peculiar that, in firered, there isn't an ability or hold item
that makes it more likely one will encounter wild pokemon. There is,
of course, an attack.
What I discovered about the attack is that it overrides max repel.
That is, with Max Repel, you are "protected" against encounters with
pokemon of a lower level than the first pokemon in your team for N
steps. However, if your first pokemon knows sweet scent, and you use
it outside of battle, you are attacked by a wild pokemon, even if the
max repel is still in effect.
I had thought to use the combo to "flush out" high level pokemon, but
that didn't work out.
Anyways, after I transferred a variety of pokemon from the game to my
Pokemon Diamond (each one, of course, holding onto something
valuable), I restarted the game - this time, with Charmander.
Now I am working to raise a team to level 14 or 15 so I can take on
Brock. Alas, in the early part of the game, there is no water or grass
pokemon to capture to help beat the gym leader. At least once I hit lv
13 or so, Charmander will learn Metal Claw, Butterfree will have a
pretty strong special attack stat and Confusion, and my bird will have
a flying attack. Since I can't get or use Revives yet, that will have
to do in my effort to take him on.

a wild pokemon. Unfortunately, it also overrides max repel, leaving
you dealing with level 3 or 4 pokemon in the grass north of home
base.
So, I'm continuing to make some progress. Most of my team is now
around Lv 32. I have water, fire, bug, ground, grass, and something
else I can't remember on my team right now. I've beaten 4 gyms, as
well as the team rocket headquarters under the game corner. My latest
progress was to get down cycling road so that I will be able to move
along the bottom of the map. I think I only have 3 of the HMs (Cut,
Flash, Fly). I have gotten the various gizmos from the professor so
far (running shoes, itemfinder ... wasn't there something else?). I've
made my way through the haunted tower and gotten my cubone, thief'd a
thick club from another cubone, and raised it as a cubone until it
learned false swipe - it's about ready to be useful in catching
pokemon
