Slated for PS3 (worldwide) and Xbox 360 (U.S.)
and if SE's smart, on PC as well (unannounced).
Not really.

"If Gods so fuckin' perfect why'd he fuck up on you?"
FF7 on the PC was an abomination, and I don't think FF8 fared much
better. What makes you think FFXIII on PC would be any good, much less
make enough revenue to make it worth while in the first place?

It's not broken. It's...advanced.
I think both Final Fantasy VII and VIII sold well enough on the PC, but
they looked absolutely horrible. Low resolution PlayStation graphics
looked terrible on PC monitors.
Now that the consoles have HD graphics, a version of Final Fantasy XIII
on the PC would at least look good. It probably wouldn't sell terribly
well, but it wouldn't have to. Internally the game already runs on PCs,
so the additional developement costs to make into a real PC port would be
relatively small. I could see Square/Enix trying to squeeze a bit more
money out of the game by releasing a PC version a year or so after the
release of western edition of the game. Still, it's not particularly
likely that they will.

I played FF7 on the PC as well, and the way they re-encoded the cutscenes
was just awful. Why they felt they had to re-encode them into some highly
compressed format is way beyond me. They weren't even playing natively at
320x480, but had been squished into 1/4 the resolution! Seeing as how the
cutscenes were supposed to provide many of the game's most memorable
moments, I found it unacceptable.
There was also the problem with many 3d cards (including mine) not working
with the game until both the game and drivers were patched.
Because most modern console ports aren't too bad apart from a few
exceptions. I would likely buy it.

Well as far as FFVII goes, the interface and the in-game graphics
looked better on the PC but the movies looked worse.
I don't know, from my memory of when FFVII and VIII hit the PC, it was
quite a long time after they'd already come out as Greatest Hits for $20
for the Playstation. RPG fans who were already Final Fantasy fans had
played the games on their Playstation, while most PC RPG fans didn't
bother with the ports because they didn't like J-RPGs in the first place.
From what I heard, the port of Grandia II, another J-RPG, suffered similar
problems and poor sales when it was ported to the PC. Again, I didn't
bother as I'd already played the game on its original console, the
Dreamcast. Apparently even the port to the PS2 was pretty awful as well.
See back then I played those on the original consoles, I had Grandia 2
on DC too and I had a playstation (1&2) for the FF games. Now At home we
only have a ps one*, gamecube and DS. That's why I would likely buy it
on PC, same goes for a lot of my friends who're picking up "retro"
consoles or simply the games to emulate the J-RPGs.
*although I actually play the games through epsxe on the PC now, pete's
ogl2.9 plugin, I have FF:IX, BoF:IV and Front Mission 3 on my desk at
this moment!
