What ever this is has counted up to 100% for several days now. It is
like it is loading a patch or something. I let it get to 100 and then
play the game. It starts over.

I think that is what it is. I figured that out after posting. The

message it reports is "syncing with steam" It only reports that
before it starts the count up to 100%. If you don't happen to see the
message before it starts, there is nothing on the screen to tell you
what it is doing.
