This pm I was out buying supper for the boys and I. As is increasingly
common, they couldn't agree on one place, so I was making the grand
tour thru several fast food places. At KFC, they took my order, charged
me, gave me my chain, and then casually, as the food was being bagged,
mentioned that they were out of toys for the kid's meals .

They shouldn't have had toys advertised, in a 5 ft tall exhibit,
if they didn't have them!

Anyone know of a phone number or email addr where I can complain?

This kind of thing happens, even at the best places.

They made a mistake. I can understand your boys disappointment, but like I said, things happen.

Why? Did you call the manager the next day? That's what the KFC corporate offices would ask you. It's amazing just what a manager will do to appease an upset customer. Be polite, but make sure your make him or her understand how the whole thing put a damper on your evening. I'll betcha you'll come out WAY ahead. Try it. It's called com-mu-ni-ca-tion. It works wonders!
