I see a great need.

Once I decide and post the ballot, voting will commence on June 1st and
close on June 15th. I will count the votes and decide the winner. (I'm
ineligible for the office in this group.)

All votes are counted or disallowed by the acting OOoKaT at my whim.
Whining about this will cause your vote to be nullified if I desire. Of
course the duly elected OOoKaT will have the same rights once they assume

Under the old guard stalking cabal's fake kook awards, only
one nym per person is allowed to vote... socks are
discouraged.

Under the real kook awards as administered by the New Cabal,
socks are encouraged to vote... the more the merrier. It
makes for livelier awards, and drives the kooks insane.

A scenario for your consideration:
A kook receives 50 votes from various socks of 20 voters.
The kook *really* doesn't want that kook award, so he must
sock up and vote in opposition at least 51 times in order to
avoid receiving that award. And of course, the other side
can create socks faster than he can, given that they
outnumber the kook 20:1. He'll be hopping, for sure, working
*much* harder than those voting him for the award. And
making the kooks work hard is part of the fun of usenet.

Because usenet should be fun... at least for the non-kooks.
