This was such a find. Thanks for putting this out. I see it's no
longer a secret. About time we had a solution to high gas prices that
everyone can use.
Seems to be in violation of the First Law of Thermodynamics. This
indicates that either the vendors have made a serious error, or
that they are hucksters, grifters, or con artists , if you catch
my drift.
Water is a product of combustion, not a reactant. Electrolysis
could separate the water (H2O) into its' constituent parts,
hydrogen (H2) and oxygen (O2) but that would require enormous
amounts of additional energy in order to power an automobile.

"They say" that a combustion engine is inefficient; only about
20 per cent of the energy actually gets to the wheels.
It's a fairly simple modification: use electricity to create
Brown's Gas (HHO) from water, and route the gas to the intake.
You get 20-50% better mileage, but this increases the water vapor
produced from combustion. So expect increased corrosion
on parts (unless you line things with ceramic).
Many web sites popping up selling info and parts.
Youtube has videos about it (search Brown's Gas or HHO).
The First Law of Thermodynamics requires that in the real world, the
breaking power (slowing the car down) of the generator that produces the
electricity that provides for the electrolysis of the water would have
to be greater than the power created from the combustion of the
electrolysis products. ----> nada
It can't work.
