If we forget all about the deaging and reaging, at the end of Stars (5th
Season), she is supposed to be 13.

i thought she was 12 in S (she is older than Chibiusa but younger than
Usagi) but by the time Stars rolls around she is just about the same age
as Chibiusa

In the Creation Data Collection book, it states that her "appearance is
of a 12-year-old." That describes her when we first meet her in the
Infinity cycle of the manga. In the manga itself, it also states that
she's in sixth grade at Infinity. It's never stated what age physically
she is in the Stars cycle, however. I don't think there's any age she's
supposed to be, anyway, but it definitely seems that she's physically
younger than she was when we first meet her.

Is this source manga, or anime, though? (What's true in one won't
necessarily be in the other...)
Anime-wise, I would peg Hotaru at 13. She appears to be about, or
almost, the same age as Usagi was in the very first episodes, albeit
rather small for her age.
She does appear more developed than I would expect a 12-year-old to be.
(i.e., she has not only the breasts, but the more developed upper
torso, and somewhat developed hips as well.)
(Of course, I could just be desperate to maintain that the SM
character with whom I'm totally in love isn't THAT young...)
OTOH, I've recently noted a law of anime females and their
apparent ages.
Pre-pubescent anime females tend to be drawn so as to look about two
years younger than they actually are. (Case in point: Chibi-Usa,
who must be about 9 or 10 by SuperS. I could cite other examples...)
Post-pubescent anime females tend to be drawn so as to look about two
years older than they actually are. Usagi is 14, she's frequently
drawn more like 16. Haruka and Michiru (16) look more like 18. And
so on.
Unfortunately, not only is Hotaru right in the middle of adolescence,
she's supposed to be a very small girl. So that plays merry hell with
guesswork...
