1994. In Germany, trials were held against Holocaust deniers: G. Rudolf,

and Andrews, were charged and convicted under the hate propaganda laws.. Perhaps

with the willful promotion of hatred. ... When charges were sought against
Zuendel, the then attorney-general of Ontario would not consent to a hate

the country, Doug Collins, a columnist with the North Shore News in Vancouver,
penned anti-Semitic diatribes on a regular basis. A complaint to the British
Columbia Human Rights Commission that was based on one of his articles,
"Schindler's List is Swindler's List," resulted in the decision that while the
article was deemed to be anti-Semitic, it did not pass the criterion for
"hatred." Another complaint was brought against Collins by Harry Abrams, the
League's representative in Victoria, BC, on the basis of several anti-Semitic
and racist articles. The tribunal found in favor of the complainant, declaring
that the ongoing articles demonstrated a pattern and a cumulative effect of

We are gathered together this week to examine racism on the Internet, to share
our expertise and experiences, and to offer recommendations and solutions...

In November of 1996, Bruce Cohen of the Mail and Guardian in South Africa wrote
an article about cyber-fascists on the march. His article details how fascist
groups are using electronic communications to spread their word. Mr. Cohen's
article provides a list of Fascist resources on the net, the names of electronic
news groups focusing on hate speech, and gives information from some of the web
sites.

"This small but angry band is testing the limits of free expression on the
information highway. ...they worry me a lot more than the pornographers on the
Net."
An Anti-Defamation League of America press release in February 1997 stated that
the Net harbors hate. In its annual report, the ADL stated that the Internet
offers a potential audience of 35 million... ADL also said that it had no way to
measure the extent of bigotry on the Internet.

According to Abraham Foxman, National Director of the Anti-Defamation League,
"hate is polluting the Internet."
In an ADL press release of 21 October 1997, he goes on to say that "racists,
anti-Semites and extremists...spew their hate easily, cheaply, and often
deceptively, potentially reaching numbers of individuals they could have only
dreamed about before..."
The Anti-Defamation League feels that "bigots of all kinds" are using this
communication tool" and the ADL must expose them, hold them up to public
ridicule, and counter their messages of hate.

Barry D. Bowen, an industry analyst and writer with the Bowen Group, of
Bellingham, Washington. This article, written last November, wants to know if
Web publishers and Internet providers can be held liable for offensive
information.
Mr. Bowen mentions the growth of the extreme right on the Internet, and how
racists may be using it. He says there are about five Usenet news groups
exclusively oriented to white supremacists, but in the last few years they have
targeted other news groups where they felt they might find receptive
participants. These news groups are on government, politics, gun control,
constitutional issues, and so on.
