The reason QE hasn't worked is simple:

The idea is that the government prints money (actually pushes a
button) and buys loans from the banks. This is SUPPOSED to put more
money into circulation and stimulate the economy because now the banks
have cash assets rather than a loan liability.

Welll, it didn't quite work out that way. The banks were in a
precarious position with the loan liabilities, but NOW they have an
asset. The banks aren't loaning out the money because having the cash
asset looks really good on their books.

The QE4 has made the financials of the banks look good, but it hasn't
helped the economy recover as was expected.
