By definition, it doesn't need time. It has to work within months, or
it doesn't work at all. The whole point of a simulus bill is to pump
a shitload of money into the economy to shock it back to life. The
fact that the vast majority of "stimulus" spending went to Democrat
districts and pet projects makes this "stimulus" bill into a plain old
pork bill.
