Abstract:
The National Association of Broadcasters (NAB) has not commented
on the FCC fine of $600,000 against radio personality Howard Stern's employer Infinity Broadcasting. The charges claim that Stern's program contains
indecent materials. There were no listener complaints against the radio shows
in question. This is also the largest fine ever levied against a broadcaster.
The NAB has not yet issued a statement in part because the 37 members on
the board hold differing opinions of Stern's shows. Many board members feel
that the fine is violating Stern's First Amendment right to free speech.

Howard Stern's syndicated shock radio program had the top ratings in summer
1992 in both New York City on WXRK and in Los Angeles, CA, on KSLX. The
show will debut on Chicago, IL, station WLUP in Oct 1992, its 8th market.
Stern had a 9.5 share in New York, up from 8.3 in spring 1992. In Los
