I can't find where it said the older boys got 13 OWLS....
Fred and George got about 3 each... Bill got 12... [Ron got 7]... I don't
know if it gave a number to Charlie and Percy.
I misstyped: Hermione took 10 tests (not 11) and passed them of all; H+R
took 9 tests and passed 7 each (from Year 6). Somewhere it also said that
Bill and Percy both got 13 owls each (perhaps year 5? I can't find it
now...)
I can only think of 11 classes tho:
DADA
Herbology
Potions
History of Magic
Care of Mag. Creatures
Divination
Arithmancy
Anc. Runes
Transfiguration
Astronomy
Charms

They did get 3 each, see book 6 chapters 12 & 17.

guessing it wasn't anything special...

the other student mentioned to get 12 O.W.L.s was "Barty" Crouch Junior.
So it seems to add up... Bill, Percy and Barty all got 12.. the number of
classes listed... Hermione got 10 because she dropped Care of Magical
Creatures and Divinations... what doesn't add up is the Hermione was only
able to take all her classes because of a time turner... so it would have
been unlikely for the other 3 to have accomplished it.

She only used the time turner during the 3rd year. So, she was taking
too many classes for only one year.
Her class load during the 5th year would have been normal, just like
Bill and Percy.
But that doesn't really explain why she needed the TT. Would she be
the only one who wanted to do Arithmency/Runes/Divination etc at the
same time??
Or was she the only one who was allowed to do those that clashed on
the timetable??

It was probably something that JKR hadn't considered completely (math
not being her strong point). For a story reason, I'd have to guess
that the multiple classes are not usually scheduled at the same time,
or Bill and Percy chose other classes, perhaps some that we didn't
hear about.
My real question would be why were the more classes available for 3rd
years than 5th years? Or did we simply not see that Hermione was being
more practical and just didn't plan to over do it anymore.
Muggle Studies, I'd forgotten that one, book 7 talked about how
it's "core mission" had turned 180 degrees, from understanding to
persecution.

Maybe class schedules changed recently?

No there are 12 diffrent classes in the books. Bill and percy each got 12
There are a few others who did the same.
What I think happened is when JKR came to do the number of HG's classes, she
added two to ron's and harry's class total, forgetting that the boys were
taking one class HG wasn't. I did the same thing once but I realized my
mistake. If we add up every thing hg took in the books we get ten. She
dropped muggle studies and divanation.
Where the boys had divanation but weren't taking runes and arithamancy.
When they started they had seven classes these where
1 Astronamy, 2 charms, 3 herbology, 4 potions, 5 history of magic, 6
transfiguration, and seven was DADA.
the five added in the third year were
8 care of magical creatures, 9 muggle studies, 10 runes, 11 arithamancey, 12
divanation
The problem is that the only time hg is listing all the classes she is
taking, RRon interups her. As she was taking all classes her third year and
dropped two, it is posable there is an unnamed 13 class. However, I would
bet on the counting mistake I mentioned above. Although some belived that
HG was alowed to sit for a owl she didn't take a class on. Muggle studies
might have alowed this. However, when she took the extra owl exsam is the
other question.

Percy got twelve. It was mentioned the first time owls were mentioned. It
was the point the twins started worrying about percy becomeing another
headboy. They said they weren't sure they could bear the shame or something
simular. charly's were never mentioned. Also the fake mad eye got twelve.
And I not sure about these two as they come from interviews and JKR sometimes
changes or anssers off the tip of her thoughts that DD and V also got twelve.
It is one of the problems with the searies that the smarest girl can't do what
many other boys have done in the past even with a time turner. However, the
other thing to point out is that while they got twelve owls, they didn't say
twelve O's. One belife is HG was overworking her classes, as can be seen by
her getting over three hundered percent on her final for her third year.

she didn't drop hagrids class until she went for her newts. she dropped muggle

Unless the times of the classes worked out for the boys but some teacher changed
there class time. However, I do agree with this as a problem as the smartest
wich of her age couldn't do the same as the boys. However, we don't know if
they got all O's or just a few O's and a lot of A's
