The front cover art for Congress Shall Make No Law... was created by
Bill Miller from discarded linoleum flooring.

One fragment reads "SAT DOWN BESIDE"--obviously a quotation from Little
Miss Muffet. In fact, you can see the legs of the spider.

Another reads "ACK AN". By itself, maybe not identifiable. But in the
context of the Little Miss Muffet quotation, this seemed likely to be
from Jack And Jill.

And, thanks to Google, here are images of the linoleum tiles:

And it's based on a photograph of FZ talking to reporters after
testifying before the Senate Commerce Committee.

The photograph in question appears on p. 87 of Frank Zappa In His Own
Words. There's a cropped version on pp. 110-111 of Frank Zappa--A Visual
Documentary.

Does anyone know the identity of the photographer or where the photo
originally appeared? In the books, it's credited only to Rex Features (a
press agency, not a person).

Is that Smothers on the right?

Who is the woman on the left?
