Abstract
To circumvent its lack of credibility with the public, policy makers
and the media, Philip Morris (PM) uses the strategy of creating front
groups. Forming an artificial third party and then assigning it an
"umbrella cause" (one which happens to mesh perfectly with the tobacco
industry's) gives PM and the industry the opportunity to create a
wholly separate, and far more credible, mouthpiece advance its
policies and political desires. In PM's front group "Associates for
Research in Substance Enjoyment," (ARISE) "scientists" lumped tobacco
use together with innocuous substances like tea and chocolate, put out
worldwide press releases saying substance use was good for you and
declared public health advocates to be puritanical, neo-prohibitionist
party poopers. After the U.S. Environmental Protection Agency (EPA)
declared secondhand smoke as a Class A Human Carcinogen, PM needed a
powerful group to rise up help discredit EPA's findings. Thus PM
formed "The Advancement of Sound Science Coalition," or TASSC.
Recognizing that the chemical, paper, metal, petroleum and other
environmentally-dubious industries would also be thrilled to have a
group of "committed experts" who would publicly say that scientific
warnings against their activities were not credible, PM invited these
industries to join TASSC. Eith the needs clear and a host of willing
help-mates waiting in the wings, PM created TASSC through a public
relations firm called APCO Associates, which helped PM distance itself
from the group. After a 2-month, $50,000 feasibility study done hand
in hand with PM's law firm of Covington and Burling, APCO began
forming TASSC. APCO did an admirable job of recruiting members for
TASSC, too. The "supporters list" (found in another document) includes
businesses from the "Family Loompya Seafood Market" and "Pinckneyville
Lighting" to sawmills, mining and chemical companies, including W.R.
Grace, Co., Amoco, and Dow Chemical. Today's document reveals the
goals of TASSC, and also APCO's enthusiasm for creating a similar
group in Europe based on its success in America and elsewhere. Title:

Abstract
This memo was written by Tom Hockaday of APCO Associates, a PR company
employed by Philip Morris. APCO's web site states one of its corporate
services is to "influence decisionmakers and shape public opinion by
crafting compelling messages and recruiting effective allies." (http://
www.apcoworldwide.com/content/services/index.cfm?id=8#coalition). The
document lists individuals that could be approached to lend their
names to pre-written, favorable-to-tobacco op-ed pieces on the subject
of environmental tobacco smoke. One of the people APCO considered
approaching was Peter Samuel, whose qualifications included the fact
that he had "developed a book proposal to address unsubstantiated
scares including alar, dioxin, DDT, ETS, asbestos and
others." (Dioxin, the primary toxic component of Agent Orange, was
found at Love Canal in Niagara Falls, New York and was the basis for
evacuations at Times Beach, Missouri. Asbestos, a toxin and known
carcinogen, causes the lung disease asbestosis and a cancer of the
pleura called mesothelioma. DDT, a dangerous pesticide that can
persist in the environment for up to 15 years, was banned in the
United states in 1972.) Another candidate Hockaday approached said
that his organization "would not lend its name to opinion editorials
written by other sources," which indicates that APCO was shopping
around for prominent people to lend their names--and their
organizations' names--to pro-tobacco industry op-eds that were already
written.

asserts that 'the whole sad affair is a case study in the pitfalls of
trying to conduct public policy without full and open discussion of
fundamental principles and a fearless discussion of science and data.
The Bush Administration, like many limp-wristed, so-called
conservatives before it, has never been prepared to speak frankly
about the humbug of global warming and the greenhouse effect.' ....In
May, 1992, Samuel suggested that Bush announce the suspension of the
EPA's city smog program, which at the time fought urban air pollution
with tax dollars. Samuel has developed a book proposal to address
unsubstantiated scares including alar, dioxin, DDT, ETS, asbestos and
others...

action plan by the Alexis de Tocqueville Institution on the :ETS
issue
1. Produce a research :paper to assess the research and scientific
methods used in the original ETS studies -- and EPA's most recent cost-
benefit "analysis" of the impact of ETS. Possible authors include - -
Fred Singer, Kent Jeffreys (formerly director of the Competitive
Enterprise Institute's Environmental Studies Program), or another
reputable economist (perhaps Bob Tollison).
2. Assemble an advisory board of economists and scientists who could
endorse the findings in the report (perhaps call it the Commission on
Environmental Science -- we envision that this would be used as
framework to examine a variety of environmental science questions --
from endangered species to pesticides reform).
3. AdTI would release and distribute the report to press outlets
nationwide and circulate widely on Capitol Hill. The timetable for
producing such a report will depend on the level of research that you
believe is necessary. A backgrounder length report by policy analysts
like a Kent Jeffreys or Fred Singer would probably take 2-3 weeks; an
original research paper by an academician could take several months.
My sense is that we could produce an efffective backgrounder report
which reviews all of the known facts about the science used in the ETS
ease. Moreover, the Commission on Environmental Science -- or whatever
we choose to call it -- would give the issue added attention and
prominence. The cost of this project would be $20,000 which includes
all costs (contracting, distribution, staff time, etc.) As you know,
we can move on this very quickly.

Abstract
These remarkable meeting minutes reveal Philip Morris (PM) as the
ringleader in a global conspiracy to create and maintain a controversy
about the health effects of environmental tobacco smoke (ETS). The
project was conceived by Philip Morris, who later referred to it as
"The Whitecoat Project," after the white coats that scientists wear.
The project was implemented globally, and thus proved to be a
tremendously expensive undertaking, albeit one that benefited the
global tobacco industry rather than just PM. For this reason, PM
arranged a 1988 meeting with their British counterparts to solicit
financial help for their activities. The document states:
"Philip Morris presented to the UK industry their global strategy on
environmental tobacco smoke. In every major international area (USA,
Europe, Australia, Far East, South America, Central American and
Spain) they are proposing, in key countries, to set up a team of
scientists organized by one national coordinating scientist and
American lawyers, to review scientific literature or carry out work on
ETS to keep the controversy alive...Because of the heavy financial
burden, Philip Morris are inviting other companies to join them in
these activities to whatever extent individual companies deem to be
appropriate." [Italicized emphasis added.]
The document lays out PM's clandestine method of recruiting scientific
consultants for the project:
"...The [scientific] consultants should, ideally, according to Philip
Morris, be European scientists who have had no previous connections
with tobacco companies and who have no previous record on the primary
[health] issue which might, according to Remes, lead to problems of
attribution. The mechanism by which they identify their consultants is
as follows: they ask a couple of scientists in each country...to
produce a list of potential consultants. The scientists are then
contacted by these coordinators or by the lawyers and asked if they
are interested in problems of Indoor Air Quality: tobacco is not
mentioned at this stage. CV's are obtained and obvious 'anti-smokers'
or those with 'unsuitable backgrounds' are filtered out..."
The activities of the scientists were then carefully controlled and
their results "filtered" by lawyers:
"Philip Morris then expect the group of scientists to operate within
the confines of decisions taken by PM scientists to determine the
general direction of research, which apparently would then be
'filtered' by lawyers to eliminate areas of sensitivity."
The document also implicates John Rupp of Covington & Burling as a key
organizer of the project. (Rupp has been testifying this week in the
U.S. Department of Justice case against the tobacco industry):
"Not only are Philip Morris active in the US (via John Rupp of
Covington & Burling) and the UK and Europe (via David Remes), but
other Covington & Burling lawyers have also been commissioned to
coordinate PM's ETS activities in the Far East, Australia, South
America, Central America, and Spain...
The minutes leave no doubt as to the purpose of PM's global ETS
program:
"...It must be appreciated that Philip Morris are putting vast amounts
of funding into these projects not only in directly funding large
numbers of research projects all over the world, but in attempting to
coordinate and pay so many scientists on an international basis to
keep the ETS controversy alive. It is generally felt that this kind of
activity is already giving them a marketing and public affairs
advantage..." [Italicized emphasis added.]

GERMANY: July 19, 2001 BONN, Germany - As anarchists in Genoa prepared
to storm the G8 summit this weekend, a new breed of protester was on
the streets of Bonn on Wednesday - clean-cut conservatives opposing
the climate treaty being discussed there.
While their leftist counterparts in Italy planned protests against
globalisation and US defence and environment policies, a small group
of US Republican students travelled to Germany to defend their
government's stance on global warming.
Around 20 protesters marched outside the security gates of the United
Nations negotiations which will decide the future of the 1997 Kyoto
climate pact, to back US President George W. Bush's decision to dump
the deal.
"This was an opportunity to come and support our country, support our
president and oppose a terrible treaty," said Craig Rucker, Executive
Director of the Committee for a Constructive Tomorrow which organised
the protest.
Rucker, who said he spearheaded a campaign last year against the
environmentalist US presidential candidate Ralph Nader, told Reuters
around 40 like-minded students from around the United States had paid
their own way to travel to Germany to press the rest of the world to
scrap Kyoto.

student isn't a Nader-voting, tree-hugging radical leftist," declared

Conservative college students from around the nation will travel to
Washington this summer to train in preparation for protests they will
hold in Bonn, Germany, against the Kyoto climate treaty.
Following the cue of their classmates on the left, who have protested
at other high-profile world events, the students plan to demonstrate
peacefully outside of the United Nations Conference on Climate Change
in Bonn, Germany, and distributing literature. They also hope to meet
with members of the U.S. delegation to the July 16-27 conference as
well as European political leaders and media.
"The bottom line is that we think that all voices should be
represented at this conference," said Daniel LaBert, national field
director with the campus leadership program at the Arlington-based
Leadership Institute.
