I think you just have perfect timing. I don't think I've ever noticed
it 'down', and I go just about weekly.

It's not "always" down, but I've heard rumors (and it makes sense)
that they have a chronic problem trying to keep the LIM magnets at the
launch-start cool enough to work reliably - even with the water spray
cooling system and the occasional drench from the wave machine, they
overheat and burn out. The electromagnet coils appear to be resin
potted inside the sealed motor units, and that can restrict cooling.
I'd suggest adding a cooling coil /inside/ the stationary motor
coils to help remove the heat, but that becomes a big problem with
water tubes next to high-voltage magnetic coils - if the tube cracks
and leaks water inside the case, it can potentially cause some
spectacular fireworks (not too far away from Guests) before a safety
system can shut it down...
And if you use anything other than water (like mineral oil) for a
non-conductive internal motor coolant, you have a problem piping it
out and back and building special cooling systems - and a huge problem
with it leaking into the bay. And a double-huge problem if it's
flammable.

It just got sick of people like yourself spelling its name wrong.
"main problems" eh? New to theme park lingo I assume.

I got to California and DLand about twice a year for maybe three to four days.
And I haven't done one trip in the past two years since DCA has opened that
Calfironia Screamin' isn't down once, if not twice during the period I'm
visiting. They always get it back up, and I get my ride(s) while I'm there.
But I have noticed that it seems to be down quite often in the short times I'm
able to visit the park.

Hey, wasamatta /you/?
I try to point out one of the big problem areas with the ride, and
try to blue-sky a few possible fixes for it - and get an admitted
"disney dreamer" poo-poohing ME over it?
'Oh Brother' right back atcha! ;-P

Hey, I fix stuff for a living everyday. And I usually work on
houses and commercial buildings, without the benefit of having the
blueprints, equipment instructions, or other helpful hints handy - so
I darned well better be able to figure out how things work (and more
importantly, how they /don't/ work) when there aren't many clues...
I just take the time to figure out what's really going wrong, take
an educated guess at where the problem is, and start my diagnosing off
in that direction - and I still scare myself when I nail it more often
than not.
The Disney ride maintainers don't know how good they have it, with
complete sets of blueprints & diagrams for every square inch in the
print cabinet, and whole bookshelves full of maintenance procedure
manuals and maintenance records for every sub-system on the ride...
(Or at least, that's how they're supposed to be. ;-)
Don't worry, that's how it is :)
I got to meet one of the tech writers responsible for a lot of the
maintenence documentation this summer during canoe races, and we had a long
chat about just that :)

So, it's not ALWAYS down then. Why isn't Wally calling Miles a liar? ;-)

Who's Wally? Yep, it's just down when I'm there! Lucky I guess. We
were at DCA last week on wed through sat. It was down wed and thur. and
was back running mid day on fri.
Bite me.
And by the way, when I was at DCA last weekend the ride was down the entire
time we were in the park.

He's busy going through his Thesaurus looking for a synonym for the word
"liar".

Yeah, sure you do. ;-)

It broke down when I was there, too, but I think that's normal for launched
Intamin coasters like Screamin'.
I must admit, I was very impressed by the evacuation procedure carried out
by Disney staff.
