Backwater Directory Listing Upgrades

backwater, mostly cause they're a big mess, so I started off by making
it so you can actually *SEE* the file names:

Previously you could see like the first 10 characters and that was it.
Next I'm going to set it up with some sweet, custom icons and make a
few other little changes and additions.

You should hide some file names from the presentation (e.g. .htaccess,
which just gives an error message if one clicks on it).

You do not see the file LINKS.INCL
It is there, but there is no point in visitors seeing it (it exists for
a technical reason: I can include it in different places, e.g.
ascii.shtml and links.shtml, but there is only one file to update).
