I am trying to find out which is the best drawing/illustrating
programmes that can mimic tha paintbrush/crayon/pastel effects. I hear
about new applications coming through, but are they any good?

Well, barring any cost concern, that's gotta be Fractal Design Painter
4.0. It's natural media heaven. :)

Fractal design has a new one out which claims to be an illustration
(vector) program that can imitate natural media. Best head over to thier
site for a look see.
