I always got the impression the abuse he inflicted on Megan was
neglect. He would ignore her almost completely.
If my perception is accurate, neighborhood children wouldn't need

First, double quotation marks (quadruple if you follow British
grammar) still mean nothing at all. I even asked an ESL teacher about
it, per your suggestion. It's the same as using no quotation marks at
all.
Second, even if the David we know lives at that address you post,
LIT can't admit to it.

Kevin and I were able to PROVE the claims LIT made about the
E-mails she posted so long ago, the claims you and Ken accepted as
100% valid, were bogus.
One would be wise to question any claim LIT presents. While the
claim may be 100% true, there's reason to suspect the opposite.
