I have a strong suspicion that the person who posted this message thinks
that this is a group for discussion of the Maltese dog breed, rather than
the island nation of Malta and its culture.

But perhaps I am wrong and this "Maltese puppy" is indeed from or
otherwise connected to Malta...

Actually it isn't unsolicited.
Chas, you subscribed yourself to the mailing list SCMALTA-L with your
email address. The list hasn't been much active recently and we had
server problems to make it worse.
The list is bi-directionally gated to the alt.culture.malta newsgroup so
messages appear on both the list and on the newsgroup itself.
If you need to remove yourself from the list, follow the instructions
below or simply send
unsubscribe
(in the message body,leaving the subject empty) to majo...@cis.um.edu.mt.

Well actually it's allowed in the FAQ/charter.
The Maltese dog breed has a connection to Malta too actually.
