Were you talking about the fixed rail system? That is where your link
brought me. What has the fix rail system go to do with "everything" going
to the highest bidder?

Okay, now I get it. Think about it this way. Land can be used for
agricultural purposes or they can be used for homes and businesses. In
order for land to be used for homes and businesses, you need "people" to
occupy these homes and businesses are only successful, if "people" need and
use those businesses. Agricultural land is needed to feed the people, but
in order to survive, those who use that agricultural land has to be able to
sell their products at a price to make it worth their while. So, it is
always a competition of that same land between whether a farmer can make
money on that lnad, or whether that land is better used for the needs of all
the people. Government has an interest in how that land is used, because
the more money that can be produced from that land, the more taxes they
collect, which in turn means the more money they can spend, on whatever
their pet projects are. So, it seems to me you need to why they are doing
what they are doing.
