cult film video store owners brother and sister become killers after watching video. 80s or early 90s release.

It's been along time since I saw this film. But here goes: A video
store operated or owned by a blond all american brother and sister
team rent out copies of a video tape than compells its viewers to
become homicidal psychopaths. Most of the film is spent with the kids
trying to recover the copies of the tapes once it is discovered what
the tapes' effect on its viewers is. In time the brother and/or
sister succomb to the effects of the tape and become murderers
themselves. I believe they become incestuous as well. This film was
realeased in the late 80's or early 90's. Does anyone know this
strange and disturbing movie?
