I need some advice and am hoping to find it here. There is a woman
pulling con artist jobs on her new neighbors.

In her previous residence she knowingly pulled con artist jobs on
several residents. She typically befriends as many residents as she
can to determine which can be of most use to her. She finds her mark,
gains their trust, and then systematically swindles them out of their
money before she vacates the premises, moving onto a new target.
Sometimes the requests are innocent enough, like "Help, can I borrow
such and such", but sometimes she goes for the big plunge. She waits
until you are truly her friend, then borrows money and takes off. She
has done this to a few people I know now, and has recently moved on to
a new conquest.

The problem is getting concrete proof that she is doing it. I spoke
to my local police station. They need at least one person to come
forward and dmit that she has done this. Unfortunately, everyone I
have tried speaking to about it, won't come forward. They are too
embarrassed at having been swindled by a woman.

I don't hate that she is geting away with all this. Is there anything
I can do to stop it? Like a public service announcement? Or maybe
writing to her boss, landlord, etc?

Please advise
