Yes. Corel PhotoPaint 8 has a wide variety of similar effects from
watercolor to charcoal and pastel. It's an effect located under
Effects/Alchemy.

As has been said, the Alchemy filter works well, but try 'posterising' the
image first, and poss running an edge enhance filter over it before applying
the alchemy.
