The Obama government has rationalised its failure to prosecute anyone (literally, anyone at all) for bubble-related crimes by saying that while much of Wall Street's behaviour was unwise or unethical, it wasn't illegal. With apologies for my vulgarity, this is complete horseshit.

When the government is really serious about something – preventing another 9/11, or pursuing major organised crime figures – it has many tools at its disposal and often uses them. There are wiretaps and electronic eavesdropping. There are undercover agents who pretend to be criminals in order to entrap their targets. There are National Security Letters, an aggressive form of administrative subpoena that allows US authorities to secretly obtain almost any electronic record – complete with a gag order making it illegal for the target of the subpoena to tell anyone about it. There are special prosecutors, task forces and grand juries.

A reasonable list of prosecutable crimes committed during the bubble, the crisis, and the aftermath period by financial services firms includes: securities fraud, accounting fraud, honest services violations, bribery, perjury and making false statements to US government investigators, Sarbanes-Oxley violations (false accounting), Rico (Racketeer Influenced and Criminal Organisations Act) offences, federal aid disclosure regulations offences and personal conduct offences (drug use, tax evasion etc).

As time passes, criminal prosecution of bubble-era frauds will become even more difficult, even impossible, because the statute of limitations for many of these crimes is short – three to five years. So an immense opportunity for both justice and public education will soon be lost. In some circumstances, cases can be opened or reopened after the statute of limitations has expired, if new evidence appears; but finding new evidence will grow more difficult with time as well. And there is no sign whatsoever that the Obama administratioon is interested.

Police keep body parts unnecessarily
----

Police forces have stored almost 500 major body parts, including organs, unnecessarily without telling the families of victims, an official investigation has found.

The Association of Chief Police Officers (Acpo) says the human tissue samples were from murder investigations or cases involving other suspicious deaths that date back as far as the 1960s.

An Acpo audit found that the 492 body parts retained by police forces in England and Wales included brains, hearts and limbs.

Police say there is a legal requirement for them to retain human body tissue samples after a postmortem in murder cases and those where a coroner believes there were suspicious circumstances.

The body parts can be stored "until the convicted prisoner has served his sentence" but it is thought that the samples uncovered by the Acpo audit relate to cases no longer subject to investigation.

The audit did not include samples from current criminal investigations or cases that were still subject to appeal.

It was [Antonis] Samaras's conservatives [the New Democracy] who in recent years misled Brussels on the scale of Greece's debt, a deceit that has thrown a shadow over the entire project of European union that emerged from the ruins of World War Two.

the fear in Europe and beyond [The Superpower and its Poodle] is that the same leaders with the same ambitions and enmities will emerge from the June 17 vote equally unable to agree a rescue for Greece.

Study: 2,000 convicted then exonerated in 23 years

More than 2,000 people who were falsely convicted of serious crimes have been exonerated in the United States in the past 23 years

There is no official record-keeping system for exonerations of convicted criminals in the country, so academics set one up.

The new national registry, or database, painstakingly assembled by the University of Michigan Law School and the Center on Wrongful Convictions at Northwestern University School of Law, is the most complete list of exonerations ever compiled.

The database compiled and analyzed by the researchers contains information on 873 exonerations for which they have the most detailed evidence. The researchers are aware of nearly 1,200 other exonerations, for which they have less data.

They found that those 873 exonerated defendants spent a combined total of more than 10,000 years in prison, an average of more than 11 years each. Nine out of 10 of them are men and

half are African-American.

A prostitution scandal...has spawned a separate investigation into the behavior of Drug Enforcement Administration agents in Cartagena

Senator Susan Collins...said in a statement that at least two DEA agents "apparently entertained female foreign national masseuses" in one of the agents' apartments in Cartagena.

"It's disturbing that we may be uncovering a troubling culture that spans more than one law enforcement agency"

"The evidence uncovered thus far indicates that this likely was not just a one-time incident"
