It's free, here:

It's about 50MB. Right mouse click and save to desktop. Loading it
into you browser can cause it to hang because of the size on all but
the fastest desktops.

It's possible that selling it violates the government copyright.

It's in the public domain. No gov't copyright genius. If you don't
want to buy it -- fine.
