Amber light on front of Dell tower

I get a amber rather than green light on the front of my Dell tower and the computer will not boot up. The fan runs at super hight speed, much faster than normal, but computer does not come on. Sis-in-Law has downloaded Incredimail by mistake and it seems to have taken over her laptop, even encroaches on Google Earth and has replaced her Home page with it's own.
