External Drive not accessible, Please help

I have an external 250GB fantom drive (hi speed) and I can not seem to
access the drive from my IBM Intellistation E Pro PC (pentium 4) with
Windows Media Center Edition. I used to browse to this drive without
any problems when I had Windows 2000 OS on this machine (with usb
1.1's).

I can browse this drive without any problem using my E1505 dell
inspiron with Windows Media center edition.

This Intellistation PC had all USB 1.1 ports and I installed PCI USB
2.0 couple of days ago on this and made sure that PCI USB 2.0 is fine
by connecting my phone and camera those two work fine.

I uninstalled all the hidden usb mass storage devices going to device
manager and restarted the machine. Connected the external hard drive
and windows does the Found new hardware and says your device is
installed and ready to use, but the drive is not accessible. compmgmt
does not show the drive, my computer does not show the drive either.
But the hard drive keeps clicking on and off and the green "left and
right arrow" icon in task manager goes on and off (in sync with the
clicking sound) as if it is trying to power up but is not getting
enough power.

FYI: Hard drive has its own power supply.

I don't want to do with, I am completely lost at this point. I have
spent way too much time on this and was hoping some registry settings
would fix it but I want to get you guys opinion before going back to
Windows 2000.

I would very much appreciate if you guys can help me out.

I found the solution myself. My External Hard Drive was not getting
enough power from my outlet, changed the outlet and all is well now.
