In this situation (I have not started working for the company that
sponsored my visa), I am want to know if A new company can file a
transfer for me (based on the fact that my visa has been stamped
several months back) or does the new company have to file a new
application (I would like to avoid this as I will have to wait for the
application to be approved)
Any help in this regard would be appriciated.

There is nothing called H1 transfer. The new company will have to file
a entirely new H1B for you. The process may become simpler if you
already have a copy of the approved H1B.

This is interest. I wonder what our h1-b lovers would do to explain this clear
breach in the theory that they are comming to fill vacant jobs. I guess they
really are making the job vacant on demand or approval of the h1-1 visa.
