I believe this might be connected to a financial institution that
appears in my update list. It's the one that my checking and savings
accounts are in and the one that Quicken Billpay uses. How can I
flush that account without damaging BillPay? TIA

The normal way to get rid of unwanted Quicken email is to:
Go to the Online Center.
Select the acccount and click the "E-mail" tab.
Select the email and click Delete (in the Online Center menu).
You can also click the "Read" button, or double-click the email, to let
Quicken know it is no longer "unread". I have several old emails in my
Quicken fileset ... I never get any notification about them because I have
"read" them.
If that doesn't work, the only choices I can think of are to Validate a
Quicken Copy of your data; or to deactivate the account for downloading
(if Quicken permits that when there is unread email). If you can set the
account up for billpay once, you should be able to do it again. If you
have concerns about doing that, there should be a phone number for Quicken
Billpay in your Quicken Help > Product and Customer Support > Contact
Intuit and Others ... scroll down to the Quicken Billpay section.
