1) uninstall current version
2) install 2010
3) download/install updates
Step one went quickly. Step 2, though, failed due to "inadequate access
permissions" to the target folder.
Of course, the old version was gone.... :-(. However, I did get it
installed by clicking on the executable and selecting "Run as
Administrator".

Which was your "target folder"? Win7 - and Vista - will not let us write to
several "protected" folders - unless we furnish Administrator credentials
and insist. The Root of the Boot Volume (normally C:\) is protected,
although we can create a subfolder under C:\ and save files there. The
Program Files folder - and Program Files (x86) in a Windows x64 system -
also is protected. These rules existed before Vista, but were not enforced
and many program developers ignored them.

It was writing to the same folder (C:\Program Files\Quicken)that I
installed Q09 to and have been running ever since RTM code was released.
Like you said, it might have been some new code in Q10....
