screenreader software for language learning

Hello.
Screenreader software is something that enables blind or visually
impaired people to hear the text on the screen being spoken out loud.
Such software is also potentially very useful for people who want to
learn foreign languages (or for foreign people who want to learn
English), however, it would require a screenreader to render foreign
languages to spoken language. It would be most useful if it had a kind
of visualization to guide your attention over the text as it's being
spoken out loud by the computer to achieve an optimal association
between the text on screen as you read along and the associated spoken
text. Similar to what you often see in karaoke video's, where some
kind of marker indicates what text is supposed to be spoken (or sung).

Does anyone know of any freeware or shareware (or open source or
commercial software) that comes close to this description or might be
useful for people who'd like to learn English or other languages?

I am not clear what you are asking for.

I assume that you want something to

1) Read Text out loud.

2) highlight the text that is being read.

This would be to learn a new language, not for use as a screen reader.

Would “Balabolka” do the job?

Yes, this comes pretty close to what I was looking for. I've managed
to obtain some TTS 'natural voices' and they sound fairly nice.
