Can't see full 3 TB of new Seagate hard drive

As per the subject line, neither Windows nor Seagate Disk Wizard can see the full 3 TB of my new 3 TB SATA hard drive. In fact, they can only see 746.50 GB.

I'm having some problems with an F1A75-V Pro, but the only Asus diagnostics I can find require some version of Windows. I do not have Windows on this machine and do not want Windows on this machine.
Is there a stand-alone bootable diagnostics disc -- Linux or DOS?

I've just installed a new SATA DVD burner and a new SATA hard-drive on my system and have some problems and questions.

Am I right in believing that a DVD burner using SATA is going to be noticeably faster in burning disks (given the same speed, e.g. 12X) than an IDE-based burner?
