It is an external HD and I still have the other HD that came with the
system.
My Computer sees the new 1 TB HD and I can move data on to it.
Now, the PC will not boot up, it hangs on the HP Screen where it has the
options at the bottom for Setup, etc.
Any ideas if XP-Pro must can't work with a HD this large?

You /proved/ XP can work with a 1T HD by formatting and moving data :)
You have a BIOS boot (order) problem.
You need to make a setting change that tells it to try and boot from the
original drive BEFORE it tries the 1T drive.
Since you did not list the type of drive interface of the original or the
connection method for the 1T drive we can only guess ;/
A typical boot order.
*Floppy
CDROM (includes DVD)
HD
*Floppy is going the way of the DoDo, I leave it out
There may be an additional menu for HD boot choice to choose which SATA device
to use as the HD boot device.

FWIW I just went through something similar (but Ubuntu) with 2 SATA
controllers and optional RAID mode (not used) after adding a <gasp> WD 1T
drive . It kept either waiting for the other (non-existent) drives in the RAID
or trying to boot from the WD 1T. I won after juggling PATA emulation Modes
and boot controllers.
