Error in Windows 98SE

I installed a new game, from Purple Hills: Pirate Ville.
Installation went fine, but when I try to start it I get an error
stating that I miss "Export-SHELL32.DLL:SHSetFolderPathA".
I already found a tip using Google how to repair that - however that tip
advices to do a complete reinstall of Windows.
Is there some easier way to fix it?
