Uh, http://www.snapfire.com ?
But it's only a trial preview version, so I don't think it will be freeware.

It's trialware...free to try for 30 days. I believe it's aimed at the
Scrapbook crowd, a growing segment of 'artistic' folks internationally.

No, it's free but...
-It's registerware and
-The ToC's seem a bit burdensome:
> 1.18 (iii)...Specifically, you
> acknowledge and agree that Corel may monitor your Use of the Product,
> and collect, use, and share with Corel's third party marketing
> partners, data relating to your Use of the Product for advertising,

And... it's lite-ware. They want you to upgrade to Snapfire Plus
"Users can easily upgrade to Snapfire Plus, an enhanced version of
Snapfire, as their experience and confidence with digital photo and
video sharing and editing grows. Corel Snapfire Plus offers all the
popular organization and sharing options of Snapfire, as well as more
advanced, yet easy-to-use photo- and video-editing features, including
the popular Makeover Tools and Picture Tubes™ currently found only in
Corel® Paint Shop Pro®. In addition, Corel Snapfire Plus provides
more options for creating unique slide shows, including easy video
editing and full control over motion effects and transitions,
additional project templates, and the PhotoSafe™ Backup System."

and btw, I don't ever recall Corel and free being used in the same breath.
Look what happened when they bought WinZip...instead of the free upgrades
one had under the license at the time of purchase they zapped you with a
rather large charge if you wanted to upgrade and they will continue to do so
with the next upgrade...pretty pathetic way to make a buck.
