Is there a free software like "NetLimiter" (shareware)?
NetLimiter is a connection limiter/manager.

Hi,

I think he is referring to bandwidth throttling instead of monitoring. I have
been looking for a freeware tool to do this. So far, the only one available is
Nimbus (by Shunra Nimbus). You will have to do a Google search for it, since the
original download is no longer available. It works on Win2K/XP computers with
not more than one network interface (which is usually the case).
