There's plenty junk file software out there, but how would a piece of
software know if a program was non-essential?

The /general/ strategy I'd use is to:
- run a temp & cookie eraser like CCleaner[1],
- visualize the sizes of whats left (e.g. windirstat[2])
And make make some fateful choices along the way...

It sounds crude, but I'm saying it seriously...
Back up your data, stick your install CD in, delete partitions, create
partitions and reinstall XP.
It's worth the effort (which is no small effort) in my opinion.

You mentioned orphaned files. CHKDSK will deal with them although
they're unlikely to be taking up a lot of space.
