I thought I would post this publically even though it's intended for
Mr. Ward. I want everyone to know that the contents of my green
folder -- the Sporgery investigation's research and evidence,
including the names and addresses of some of the suspects -- will be
handed over to Mr. Ward at the end of this week. I'll probably hire
a courier or, if it's not that large a bundle, will mail it to Mr.
Ward with the suitable code phrase indicated on the package.

The Green Folder contains the names of Internet Service Providers
who have acquired the telephone numbers of the people who attacked
them. In some cases, the names, addresses, and other information
about the suspects is contained in the folder. Additionally, the
Green Folder contains the names of ISPs which have indicated their
willingness to cooperate with subpoenas. Unfortunately, all of
this information isn't well coordinated so one must step through it
page by page and treat it as a puzzle.

If anyone else has a valid reason for this information and will use
it responsibly -- as I know Mr. Ward will do -- please let me know
your intentions and, if I find it worthy }:-} I'll arange to get a
copy to you as well. Lawers for the good guys most certainly can
request a copy. The bad guys must not receive this information
inasmuch as it would tend to indicate the individuals who would need
to be served with injunctions to block evidence-gathering measures
by the good guys. Because of that need, don't be surprised if I
turn down requests for the Green Folder.

Much of the information -- indeed perhaps half of it -- has only
been shared with one other individual. I've cleaned up the papers,
discarding what wasn't relevant, and archived a copy with my lawyer.

At the same time, there are a number of people out there who also
have in their hot little hands information which I don't have. Let's
share our information, please. Electronic and paper research and
evidence needs to be shared.

Since it appears as though our Federal authorities are going to pass
on these denial-of-service attacks, the campaign to motivate the
ISPs or other Federal agencies should begin, I believe. While there
is already a mailing list which covers the sporgeries, I think it's
time that a mailing list was created for individuals who wish to
work out the criminal complaints and the class action lawsuits. If
someone can do mailing lists, please take it upon yourself to launch
it and solicit participants interested in the legal aspects of these
computer crimes.

Several ISPs have already indicated their willingness to sue the
people who attacked them so we should certainly allow them to sue
to recouperate their monetary losses first. The major ISPs would be
given first crack at the suspects since their financial loss would
tend to be greater.

The first step, after the mailing list is launched, is for everyone
to research the relevant laws in their State, territory, dominion,
country et al. and to provide that information to the rest of the
participants on the list. Since the criminals are all in the United
States, however, that's where they'll be punished and where the
laws will doubtlessly apply.

The second step is to indicate your willingness to collect information
on suspects who live or work in your geographical area. That includes
calling up the suspect and recording the conversation as you ask what
the sporger thinks he or she is doing. That also includes researching
the suspect and finding out whether they're members of a group of
individuals who may be colaborating on these computer attacks.
