Yes . If you have the 900 samsung power vision phone you can transer
pictures to the computer without any vision. There is a plan of 5 dollars a
month without vision but you have to pay for each picture.

Can you buy a camera phone (because you like it for other reasons and
has good reviews), not use the camera function, therefore not pay for
PCS vision ?

Only if you get or use the Vision service with it. Many times, sales
reps will tell you that Vision is required, however, you can remove it
later.
