I try to update by drag and drop from hard drive, message says disc full.
And so says Properties. Individual files only add up to less than 10% of
space. What gives?

In any event, "drag and drop" requires the use of "packet writing"
software to format the discs prior to use.
Two commercial products that do this are Ahead Software's "InCD" and
Roxio's "DirectCD". Windows XP also includes "UDF" functions which
will do the same thing.
You format the CD first, then you can drag and drop files to the disc.
If you've been using software like "Nero" or "EasyCD Creator", or the
"normal" CD burning functions in Windows XP, you CANNOT "drag and
drop" files to a CD. In that case you need to use what is called
"MultiSession Recording"

that was. The disc worked OK there. In fact was alternating between 2
different discs. I guess the problem is that I am now on my laptop and
trying to use that disc. Am I out of luck? To start another backup disc to
use here, do I have to buy a writing product to get to a properly formatted
disc to start?

You will need Roxio's "DirectCD" on the laptop in order to write to
the formatted CDRW discs.
DirectCD not only formats the discs, but it also includes the drivers
that allow Windows to link to the CDs as if they were normal disk
partitions for file storage.
