Not at all. If you listened, you would hear him compare Dick Cheney's
weapons votes with Kerry's, and they are remarkably similar. The three
hundred something anti military votes quoted by Republican propagandists
is an obvious distortion, counting every vote on different versions of
the bills, sometimes on bills for which he eventually voted yes.
Congressfolk vote against bills until the pork and/or provisions they
don't like are removed and the pork and/or provisions they like are
inserted. Then they vote for the bill. If the bill doesn't take a shape
they like, they continue voting against, or compromise and vote for
because they think it is the best they can get. It is a casscade of
compromise. Sometimes, in times of perceived national emergency, they
can be herded into voting without many amendments because they feel that
they may jeopordize their carreers.
That is the way *all* legislation is passed. If anyone tells you
anything radically different from this, they are ignorant or lying.
