Area Overview The Bank Supervision Group at the Federal Reserve Bank of New York supervises the activities of Second District bank holding companies, their non-bank subsidiaries, state-chartered banks, and state-licensed branches/agencies of foreign banks. The mission of the Group is to promote a sound financial system through expert knowledge of the institutions we supervise, early identification of emerging trends and risks, and the development of forward looking policies and practices, while minimizing regulatory burden. The Accelerated Professional Development Program provides new examiners with a broad understanding of the Bank Supervisions business activities through a variety of short-term assignments, as well as formal training. This approximate 6-month rotational program is designed to prepare a new examiner for a career in the Bank Supervision Group. Furthermore, the successful candidate will demonstrate the ability to quickly develop a supervisory perspective on financial institutions and financial stability. Following this six months, the new examiner will then transfer to a business unit. This program is targeted to commence in summer, 2008.

Job Responsibilities

* Participate in on-site examinations of financial institutions to identify and evaluate key business and financial risks, risk management practices, risk measurement methodologies, and compliance with applicable laws and regulations; * Partner with experienced examiners in evaluating the treasury, trading, audit, compliance, and risk management functions of financial institutions; * Communicate examination findings to Bank Supervision Group management and management at supervised banking organizations; * Participate in or lead projects on special projects in various Risk and Relationship departments; * Participate in working groups to assess current practices and establish benchmarks for supervisory guidelines; * Review operational controls associated with particular banking products or business lines; assess profitability and strategic orientation; * Assist senior staff in examination planning and in-house surveillance efforts across a range of supervised institutions; and * Performs related duties and ad-hoc projects as required.

Job Requirements

* Strong experience in any of the following dimensions is a plus: * Fixed income, equities, mortgages, structured credit products, commodities, options or other traded products, including complex derivatives; * Asset liability management, market risk management or trading activities; * Internal or external audit, ideally with a significant amount of experience dealing with complex financial services organizations; * Experience in an AML/compliance environment, with significant exposure to/knowledge of bank operations; * Statistical sampling techniques and advanced risk management models; * Corporate lending and/or a firm understanding of advanced credit risk management tools and procedures; and * Securities Processing and Payments Systems, * Strong customer focus, including the ability to work effectively with all levels of management and staff; * Ability to meet strict deadlines and work cooperatively in a team environment; * Ability to travel approximately 20-25% of the time; * CFA (Certified Financial Analyst), CPA (Certified Public Accountant), or CIA (Certified Internal Auditor) certification a plus; * Conversant language skills in Mandarin Chinese, Arabic, Advanced Spanish or Japanese, are highly desirable.

This position requires access to confidential supervisory information, which is limited to "Protected Individuals" as defined in the U.S. federal immigration law. Protected Individuals include, but are not limited to, U.S. citizens, U.S. nationals, U.S. permanent residents who are not yet eligible to apply for naturalization, and U.S. permanent residents who have applied for naturalization within six months of being eligible to do so.
