Tranny Troubles

Just finished replacing the head gasket on an '85 Toyota pickup with a 22R
engine and A43D overdrive automatic tranny.
The engine is running great, but the tranny won't shift. On the 1st test
drive , I noticed the shift from 1-2 and 3-4 was soft. You had to rev the
engine up and let off the gas and it would shift. It would shift fine if I
started on 1st, and manually changed to 2nd and 3rd. It wouldn't downshift
either. When I stopped and started again , the tranny stayed in 3rd until I
shifted into 1st manually.
I checked the tranny fluid and it looks and smells fine.
I checked the service manual and found the adjustment procedure for the
throttle valve cable. The cable was out of adjustment so I adjusted it to
specs. Now it won't shift at all. It stays in 1st and revs up. When I let
off the gas pedal, the engine revs down like it's in neutral. No engine
braking at all.
I adjusted the throttle valve cable back to it's original position and
there's no change.
Any suggestions on what to check now?
Any help at all would be appreciated.

Does the cable move freely? If you disconnect the cable from the throttle
body, and pull it out, does it snap back in when you let go of it? If not
the cable is misrouted, or stcking inside the sheath.
