Another cop said it this way, "Prisons are full of guys who said they were 
framed."  Maybe that doesn't imply 100%.  Since you believe criminals are 
such an honest bunch as a group, if your car is stolen one day and the guy 
driving it tells police he had no idea it was a stolen car when he 
borrowed it from a buddy, you will take his word for it and not prosecute.
